There are two ways to solve this. You can print the puzzle, cut it into 16 squares (which explains why there are scissors in the background), arrange the squares to make a pattern, and then read off the letters in order. Or you can try anagramming those 16 letters into a clue phrase.
I have to duck out for a couple of hours now. Sorry!
Only problem with just anagramming is that there are too many possiblities. I finally got the 16 blocks into the right order, which I would have had long ago if I had cut "blocks" instead of "shapes".

[6] Look at combinations where white spaces go together, and make sure the shapes all mirror either across or down...
