I think it _looks_ harder and scarier than it actually is. Once you start to see how the "Off the Grid" list works, it gets easier. And you don't have to answer every single clue to solve the puzzle-- once it starts filling in, you'll see where it's going (I never did fill in two Ons and one Off).
A l'il more help: the more-easily-Googlable answers from "Off the Grid" really helped me narrow down my answers for "On the Grid". And there's a really nice "Aha" moment at the end (or at least there was for me). :-)
To add to the guidance in [8] and [9], my test solvers got best results by working back and forth between the first two steps. Then as more becomes clear, it will fill in more rapidly.
I've got 2 and 9, but still can't get 8...even though by process of elimination I should have the Off that goes with it...unless maybe my last Off is wrong. I think I see what I'm supposed to do once I've got them all, but it's still not clicking without 8. Any salt for 8? Please?

I'm stuck on the last step. Have completed grid, and have all words "off the grid". I'm not making sense of the salt in [28] to follow the instructions. What do I do with the 9 off grid words to make a two-word solution?
[32] The superlative in the clue refers to the person's age when they achieved this feat. I see how you -could- interpret it the other way, but I don't think that's what the phrasing normally means. Consider the "youngest person to climb Mt. Washington." I am younger, having been born later, but my climbing the mountain at the age of 36 doesn't take away his record as the youngest to do the climb.
You solved this puzzle in 1 day, 10 hours, and 19 minutes and were the 65th Tanga member to solve it. You earned 39 points for solving this.
Given that I am only 65th 35 hours after the puzzle was posted, the solution notes contain the understatement of the day:
Probably should be a "Hard" OWW due to several unusual words that will need research.

Easiest to find should be:
on the grid -

7. (both)
off the grid -
1st, 3rd, 4th, 5th, 8th, 9th (in the order listed)
Start there and work back and forth. Then follow the Instructions.

Can't figure out 2, 8 , or 9 for On. I tried working backwards from some of the Offs and I still can't find things that fit.

For 2 I had to work backwards from the Off. Dictionary definitions for 2 helped. I'm stuck on 8 and 9 also. Too many choices and nothing matches up.
