It's a saying... and above is just a sampling. They could have a lot more pictures like that and the saying wouldn't change.

[22] [23] There is a brief explaination under the solution. It decribes the answer. Since this puzzle is not a typical rebus puzzle I can't 'spell out' a solution. You have look at the graphic and find a saying based on what you see. If you'd like help please TG me.
