I think I got the first step, but the second is confusing me.
EDIT: NM, got it. Just wasn't applying it enough... I was expecting a 3rd step. My sweetie helped push me along... thanks, hun!

While I think this solve method is getting overused, this is nicely handled, with a couple twists.

[14] and [16] Beware of applying the earlier salt [7] too soon. The technique for the first row is simpler.

This one gives a hint, too (in the first row). I think you are correct, though, that this one is intentionally annoying.
