I must still be stuck in my 12-year-old mentality. It wasn't my first guess, but it clicked for me. Count is important. Background is not part of solution, just related to the solution.
Oh, for heaven's sake! I feel really dumb now that it took me that long to figure it out. It really IS quite clever. Especially when you take the age of the puzzle maker into consideration! Kudos to your son Brupop!
There's a nice sprinkling of salt in [13] and [17] (should get you the first four letters) and [23] (hints to the whole answer, minus "sy"; some call her Miss Galore).
