Are the stars to be included? And why isn't the answer what it says? Is this an "improper" rebus?

Not bad, though I'm not convinced that that's an actual phrase; it's like saying "Walt Disney Sleeping Beauty" or "W&H Properties Empire State Building".

think i got the bottom but still confused on the middle, do the number of stars matter? or is that asking too much. maybe im just overthinking.....
