Crap, I had the right solve method from the very beginning, but I thought I was supposed to find *one* place where all 3 were located. (I guess, in a way, that's true of the answer, but not the way I was thinking.) You'll want 3 different locations, which combine to make the final answer.
I had the right idea for this, but I couldn't find the resources to make it work. And with no hints available, I couldn't be sure until I clicked the "just give me the answer" button. :(
The picture of "Small Town, Mississippi" at the bottom of the puzzle is the clue that you are actually looking for towns/cities with the given names, not states.

Despite the claims of the solution text, actually had multiple possibilities - but easy to narrow down to the proper solution.

[1] I was using a source that may be outdated... so I'm not that surprised. Glad to know that it's still solvable.

I imagine the key is in figuring out what the top and the bottom have in common. Found the bottom, but can't get a connection with the top...

[3] The bottom is a clue towards figuring out what to do with the top.

[4] Thanks, but then I guess I'm not getting the clue. I'll let it stew for a while and see if anything comes to me....

OH!
I was able to guess from just the last two and some trial and error.
Good puzzle.

And my advice would be to pretty much just ignore the bottom clue. I don't think you really need it. Just rely on your previous Tanga experiences.

Contrary to the statement in the answer, all of these can be found in more than one place.
Very cool idea, but it doesn't work as claimed.
