I thought (incorrectly) that the looping was where the actions were the closest together. (As in, it immediately repeated, and that's why they are so close.) Instead, Rocketeer gave us a long break before starting the cycle again.
[20] Yes - the whole animation cycle is about 12 seconds long, and the longest pause of 5 seconds separates those cycles. [i.e. starts with that guy on the right]
Otherwise, timing is not important to the puzzle, but the order (as always) is.
