Anyone else read the solution and not have any idea what it was talking about. There are some terms that are unfamiliar to me and my 25 years of reading music. Perhaps they are a regional thing, as judging by the puzzlemakers avatar he/she is down under.
Talked to my piano instructor... time is relevant, partially. It has to be x/4 time, but the x doesn't matter -- 2/4, 3/4, 4/4, 5/4, etc -- they all would work.

How do you get that many beats in the piano measure? (Just a sample question ... you could ask a few more like this.)

I think, depending the notation convention used, it needs to be in 4/4 time to be read properly.

Yeah, I'd prefer a time signature on this, but it was intuitive enough for me (yayes Common Time!).

And, I don't think you do actually need a time signature. I think the nomenclature is indepedent of the time signature.
(And, in fact, this music isn't in any time signature.)
